Rafael Espinal, a proud Brooklyn native, was born at Woodhull Hospital in 1984 to working-class immigrants from the Dominican Republic. As the third of six children, his upbringing in Cypress Hills—then one of the most neglected areas of New York City—shaped his lifelong commitment to equity and economic justice. Raised by union parents, Rafael developed a strong voice focused on equity, one that has resonated throughout the city for over a decade. As a City Council Member for New York’s 37th District, he served the diverse communities of Bushwick, Brownsville, Cypress Hills, and East New York with unwavering dedication.

Rafael’s deep understanding of the needs of underserved communities made him a beacon of hope for many. After graduating from Queens College, he began his career by teaching adult literacy and GED courses in his neighborhood, before transitioning into public service as Chief of Staff to a New York City Council Member.

His proactive approach to leadership led him to the New York State Assembly, where, as a representative of the 54th Assembly District in 2011, he championed legislation improving healthcare, advocating for humane immigration practices, and promoting fiscal policies for the common good. During his tenure, Rafael passed four impactful bills, earning him recognition as one of New York City’s “40 under 40 Rising Stars.”

Elected to the New York City Council in 2013, Rafael spearheaded the most comprehensive neighborhood investment plan in the city’s history, securing significant gains in affordable housing, job creation, and infrastructure for East New York. His dedication to improving the lives of working-class families solidified his reputation as a leader committed to long-term, sustainable change.

Rafael has become a powerful voice for New York City's young, ambitious, and marginalized communities. He advocates passionately for environmental sustainability, fosters artistic and creative spaces for the underserved in gentrifying neighborhoods, and stands as a staunch defender of the rights of those often ignored by the city’s power structures. His vision of governance is rooted in prioritizing the needs of the many over the privileges of the few, embodying the principle of service for the greater good.

He remains dedicated to fostering open dialogue with New Yorkers, hosting regular public meetings to ensure that the voices of the city’s residents remain at the heart of his work. Rafael’s commitment, resilience, and progressive vision make him a compelling advocate for a broad coalition of liberals, left-leaning individuals, and moderates alike, all united by a shared belief in building a city that serves everyone.
